I have been going to the multiwindow, pick a number, title places on the northshore and southshore for years, to transfer cars, boats, etc. I had to transfer my dad’s boat and trailer to myself after he passed away four years ago and my brother says, go right over here to see Louis Dutel (“The Title Guru”). So I went to Title Authority on Hwy. 25 in Covington. Parking was a breeze with a large lot and many parking spots available (again, opposed to the other larger title shops which have limited parking spaces). Louis is super friendly, very patient and thorough. His office has lots of space which is helpful when you have two or more in your party to make a transfer. Louis transferred the boat trailer registration and gave me the license plate right there. Then he filled out and notarized all of the forms to transfer the boat registration with the Louisiana Wildlife and Fisheries (LWF). My options were to mail them in and wait six weeks for the transfer or to visit the LWF in Baton Rouge and get the transfer that day. I opted to go to Baton Rouge since my daughter and grandkids live in Prairieville. After handing the clerk the forms from Louis, she commented that all forms were completed perfectly which made it easy and quicker for her to make the transfer. I was probably there at LWF for 10 minutes max and I walked out with my new boat stickers and new registration. Obviously, I highly recommend using Louis. I also recommend you call him before coming in so you know what to bring to make the title transfer or other service smooth and quick.

A handicap placard in Louisiana is a removable permit issued to individuals with temporary or permanent disabilities. It allows the holder to legally park in designated accessible parking spaces when displayed on the vehicle’s rearview mirror.

Individuals with mobility-impairing disabilities certified by a licensed physician are eligible. This includes both temporary conditions (e.g., surgery recovery) and permanent disabilities that limit walking or require assistive devices.

Applicants must complete the Disabled Parking Affidavit (Form DPSMV 1966), signed by a licensed physician. The form must be submitted along with a copy of a valid photo ID. Title Authority can assist with submitting the application on your behalf.

Yes. Temporary placards are valid for up to one year and are issued for short-term disabilities. Permanent placards are issued for long-term or lifelong conditions and must be renewed every four years, though no new medical certification is needed at renewal.

There is no fee for either a temporary or permanent handicap placard in Louisiana. However, there may be a small handling fee if you apply through a third-party service like Title Authority.
